Bummer about the padlocks, but there is a consolation view of the lake nearby. For city views, you'll have to go down the hillside to where the eclectic nouveau rich mansions are being built... there are still a few vacant lots facing downtown Sac.

Night stroll
This was a quick trip to county highpoints for Yolo, Sonoma, Napa, Solano, Sacramento, and Yuba.
With some stops at breweries in Dixon, Davis, and Sacramento, we hit Carpenter Benchmark shortly before midnight. Sure it was in the dark but I contend that these urban county high points may as well be; I find the twinkling field of orange to be more aesthetically pleasing than the urban sprawl by day.
We parked at the end of Branding Iron Ct and traced the fenceline toward the top. I was pleasantly surprised the benchmark was so easy to find. I let the dogs off-leash for a little bit to do their job (I picked it up, of course) and get a little exercise.

From Caversham Way
Hopped the fence, then walked up to the flat top. Walked around the entire perimeter fence before I was able to find the benchmark. Despite the derision it gets for being the lowest county highpoint in California, Carpenter actually has good views west toward Folsom and Sacramento.
Roads: Iron Point to Carpenter Hill to Branding Iron. Circled clockwise around the water tower fence and up to the BM. Then my due diligence stomping around the tower complexes. I suspect they will fill the W slope of the peak soon enough with more houses but you'll probably be able to scamper up from Iron Point for the foreseeable future.

Via the south face
First tried the easy way but found the gate locked with about a dozen padlocks, so following the advice of others here I parked in the subdivision south of the peak (Carpenter Hill Road, appropriately enough). The most dangerous part came in crossing the busy road, then I walked west until I passed the end of the landscaped area on the south side of the hill and simply climbed straight up dead weeds and grass for about 75 feet or so. Since this is in full view of the busy road I ran up to avoid any bored law enforcement. Took some pictures up top (views were actually okay), summit video, etc, then came back down. Round trip from car and back was 18 minutes, and .6 miles.

The main was locked, the fence is ~6ft high, and there were technicians leaving-
so I read the climbers log on my iphone, and read shknbke's tip about parking at Iron Pt Rd and came up that way. Thanks for the tips.

Iris Cirque Route
I tempted fate and showed up on Friday the 13th. The snow line was below 1,500 on the hills to the east. Parked on Iris Circle and walked up from the bike path. My first CA Cohp.

Parked at the 90-degree bend on Iris Circle where the bike trail heads east. I then hiked up the hill around the subdivision fence line to the top where the highpoint rocks and benchmark can be found. Summitted at 1:45 PM. Did two more cohps later that day.
